BACKGROUND OF THE STUDY

People first began engaging in entrepreneurial behavior when they started producing more goods than they needed. Because of this, they were forced to trade their excess goods with others who also wanted to get rid of their extra inventory. The result of this was that producers came to the realization that they might focus their efforts in their own sectors of production to create more, which they could then trade for what they need. Therefore, the trading of goods was the first step in the development of entrepreneurship. According to Ani (2022), the definition of entrepreneurship is the process of undertaking novel endeavors or rethinking established practices in order to get novel results.

According to Nwachukwu (2022), entrepreneurship is a creative and inventive reaction to the environment. These kinds of responses are able to take place in any sector of social endeavor, such as in the business industry, agriculture, education, social work, and similar fields.

A manager, on the other hand, "only plans, organizes, and supervises a company concept after it has been successfully begun by the entrepreneur," according to Lawal, is not the same thing as an entrepreneur (2022), According to Lawal. (2022), a typical Nigerian entrepreneur is a self-made man who "might be said to have strong will to succeed," and who "might engage the services of others like friends, mates, in laws, etc. to help him in his work or production. Through this method, Nigerians in the olden days were engaged in entrepreneurship." The early stages of entrepreneurship were defined by production or manufacturing, in which case the producer would often begin with a modest capital, the majority of which would come from his personal savings. Even before there was any kind of money, early forms of business activity began with the exchange of goods and services via barter.

The arrival of the Colonial masters in Nigeria marked the beginning of the modern era of business in that country. The Colonial masters brought their goods into the country and hired Nigerians to act as intermediaries for them. The vast majority of current business owners got their start in either solo proprietorships or retail trading.

The value system that is instilled in people as a result of their exposure to formal education is one of the primary elements that has, to a large extent, contributed to the stagnation of the growth of entrepreneurial activity in our country. Formal education has been the exclusive domain of the privileged for a good number of decades. People who had completed some sort of formal education had the chance to work in the public service back when Nigeria's economy was robust enough to employ all of the country's citizens who had completed formal education in some capacity. This was considered a prestigious vocation at the time. Because the colonial rulers needed a market for their commodities, the value system in Nigeria was designed to discourage entrepreneurial activity. If Nigerians had continued to be enterprising, the colonial overlords would not have had a market for their goods. As a result, Nigerians were forced to rely on her colonial overlords to provide the country with the necessary goods so that it could function.

Again, the contract that was made between Nigerian businesspeople and foreign businesspeople during the time of colonialism was extremely harmful, and the strategy that the foreign businesspeople employed in their competitive business endeavors was both ruinous and against the moral standards that had been established by the society. For instance, the United African Company (UAO), which was once responsible for a significant proportion of Nigeria's import and export business, adheres to the principle of conducting business exclusively with the producers of the goods it sells and refuses to make use of the services provided by Nigerian businesspeople. Because the expatriate chose not to use the services of a local businessman, this decision hampered both the growing of the firm and the acquisition of the essential skills and mindset. Because of this, a lot of them went out of business in the end. The failure of several businesses bred a widespread anti-business sentiment, which was very discouraging to would-be company owners of other companies. As a direct consequence of this, the rate of new business startups throughout the nation decreased significantly. However, as a result of an increase in the number of people who have completed their education and the fact that the government is unable to hire the majority of school leavers, economic programs that encourage individuals to enter the private business sector and become self-reliant have been implemented (Ani , 2022).

In light of the contribution that entrepreneurial activity may make to the enhancement of the state's socioeconomic circumstances, the government has taken steps to encourage indigenous people to become self-employed and start their own small businesses. According to Ani (2022), the actions that are taken by the government typically take the form of policy initiatives and directives to organizations such as the ministry of commerce and industry, the national directorate of employment, the ministry of labour and productivity, the center for management development, and research institutes to act as executing agencies with responsibility for stimulating, supporting, and sustaining the development of entrepreneurship.

A study of the functions as well as the achievements of the national directorate of employment (NDE) in Enugu state is what the researcher thinks would be helpful in evaluating the role of government support agencies in the growth of entrepreneurship within the state.
